Toll Brothers, America’s leading luxury home builder, seeks an Assistant Land Entitlement Manager to manage the land entitlement and permitting processes for our developments in our division located in Reston, Virginia.

 

What is the opportunity?

 

The Assistant Land Entitlements Manager is responsible for assisting in obtaining local, state, federal, and utility agency approvals for future communities, assisting with land acquisition analysis & costing, managing various consultants, and communicating with land stakeholders.

 

What are the primary responsibilities?

  • Permits & Entitlements: Assisting in obtaining all governmental and utility agency approvals for communities from inception through final acceptance, including bond exoneration, when deemed appropriate
  • Plan Management: coordinating with engineers, landscape architects, and other consultants to ensure all plans are kept current with both internal and external stakeholders
  • Entitlement Tracking: tracking long-term entitlement obligations and conditions of approval to ensure compliance with jurisdiction requirements
  • Land Acquisition Analysis: Assist in Due Diligence, Zoning Evaluation, Estimating, Approval Process & Timeline
  • Code Research: Conducting research and staying current on changes in codes, laws, and policies related to development.
  • All other duties as assigned

Technical Knowledge:

  • Communication: Able to communicate effectively in writing and verbally across all levels, both internally and externally
  • Beginner construction drawing comprehension
  • Beginner knowledge of scheduling software
  • Proficient in Microsoft office suite
  • Beginner knowledge of permitting processes, entitlements, and planning/engineering principles.

Do you have these qualifications? 

  • Essential:
    • A recent college graduate or up to 1-year of relevant (engineering, urban planning, permit processing) experience
    • Experience interacting with regulatory agencies, utility companies, interpreting codes, regulations, and policies, and securing permits.
    • Ability to interpret construction plans
    • Ability to perform quantity takeoffs from plans
    • Ability to learn aspects of land development, entitlements, and acquisition, including grading, civil improvements, entitlement processing, land development budgeting, review of contracts, and consultant coordination. 
  • Preferred: 
    • Experience with a National/Regional homebuilder.
    • Public speaking/presentation experience.
    • A four-year degree in Land/Urban Planning, Landscape Architecture, Civil Engineering, Construction Management or a related field.
